After obtaining a Ph.D. in economics from the University of Texas in 1977 I was fortunate to obtain a position at the Comptroller of Public Accounts, where I worked in Revenue Estimating. At the agency, I was fortunate to become “tech czar,” which allowed me to suggest new technologies to improve agency operations. We were the first state agency to deploy email, a mainframe based system, in the 70’s . In the 1995, a group (3) of us were able to link the Web to our mainframe, http://books.google.com/books?id=tz4EAAAAMBAJ&pg=PA59&lpg=PA59&dq=greenfield+and+infoworld&source=bl&ots=P-pnXWgpEm&sig=FG_qKzovXkV03SpjuiQBiQPqtME&hl=en&ei=J5OjTvHIKaqosALfo4DDAQ&sa=X&oi=book_result&ct=result&resnum=7&ved=0CEEQ6AEwBg#v=onepage&q=greenfield%20and%20infoworld&f=false . Didn’t do much after that,  to prepare for retirement in 2000. My post retirements years has been spent teaching economics at Austin Community College and on-line w/ UMUC. I also continue analyzing both the state’s fiscal outlook and public sector employment conditions.
