After obtaining a Ph.D. in economics from the University of Texas in 1977 I was fortunate to obtain a position at the Comptroller of Public Accounts, where I worked in Revenue Estimating. At the agency, I was fortunate to become “tech czar,” which allowed me to suggest new technologies to improve agency operations. We were the first state agency to deploy email, a mainframe based system, in the 70’s . Didn’t do much after that,  to prepare for retirement in 2000. My post retirements years has been spent teaching economics at Austin Community College and on-line w/ UMUC. I also continue analyzing both the state’s fiscal outlook and public sector employment conditions.
